letting users pick is a flaw.

One user may use a stricter system or unstricter system,

Like people hhere with the same scores can have different skill

i'm going to try to explain for the last time now.

Again: the indication is NOT an exact science. It is an indicator for us, the team, when answering questions, nothing more, nothing less.

100 students make the exact same exam after the exact same 4 year study, all students answered 10% of all questions wrong. What you are saying that all these students must have answered the exact same answers otherwise it is strange that people with the same score have different level skills ?????

I think that, although all students passed no 2 students made the same wrong answers in the same exam.... Overall we can say that all these students do have a high level of knowledge about the exams they made...nothing more, nothing less.

So please, again, don't make this more difficult than needed.

We can't rate each user's skill level without forcing each one to go through a PHP test. They have to estimate their own knowledge level and we treat them accordingly. Simple enough, and it is not a flaw.

By picking a knowledge level for themselves, they choose how much complexity they want to deal with, or how much complexity they can understand and handle. I suppose you didn't consider that before bluntly stating that our knowledge rating system is a flaw.

But different users might rate themselves on a different scale. To one user a 5 would mean something different than another user.

So you say you're a 5 and I say I am a 3. Maybe if you had as much skill as me you would say that's only a 2 or maybe a 4? See what I am getting at?

That doesn't matter. The user has to rate himself, he chooses the rank based upon the complexity of the answers he wants to receive. If someone chooses a phpBB Knowledge level of 8, they feel like they understand most things about phpBB. It doesn’t matter what I would rank him at, that’s irrelevant. It’s not an exact science as Frans has been trying to say.

Indeed, let me give an example. Say both you and David have a question with regards to a certain option in the ACP. David would receive as answer simply the name of the module where you can find the option and you would receive the steps that you need to take to change the option. The same goes for questions with regards writing code. I would for example get a more complex answer on the same question as someone that has his level set to "5".
What you chose is your choice, we won't rate you on it, it simply allows us to estimate what kind of answer we need to give you to provide the correct support.

Do you really want me to give you the answer that you could have thought up your self. In the first case lower your level and ask for a more detailed explanation in case of the latter only change your level so next time you get a more tailored response. I assumed that, that is pretty self explaining.
I don't really see what your problem is with regards to this, its been used a long time on this site and you are the first that is trying to make a (non-existing) point about it. (you are not required to set one if you can't decide for your self).
