Will need to create mods (or edit current made ones to fit the system). You do not need to do much front-end stuff (HTML/CSS). I can do that.
So you need to know PHP, mySQL (javascript/flash is a plus!)

If I where you I'd post more information regarding the task. What are you trying to achieve? What budget do you have? I think that most users that might be interested don't respond to a "work-for-hire" request that only state that you need to know php and MySQL.
