phpbb3 automatic update package

when you select the automatic update package you download a file that has the install folder. I am having severe problems uploading this folder to my phpbb3 directory and so have since reported it to my server host, here is my original message - viewtopic.php?f=94&t=12539

I can upload the folder to public_html with no problems, if I take the board offline through the control panel could I perform the upgrade from that location?
