If your topic goes unanswered for 8 hours, you are allowed to bump your topic to keep it active. However you can't clutter the board by linking to your topic and saying "I need help!" everywhere.
phpBB3 has a built in 'Bump' button, located at the bottom of your topic (assuming you're using prosilver). If common board policy was to have people clutter the board by linking to their topic everywhere instead of bumping the topic to make it active again (after a certain period of time), then that button would be useless and phpBB3 would not have that button.
